The Rural City of Murray Bridge is committed to improving local area traffic management.

During the past year residents on and around Cromwell Road, Industry Road and Christian Road have highlighted concerns regarding excessive speeds of motorists in this area.

The increase in use, excessive speed and reported “hoon” behaviour has prompted Council to investigate a whole of area solution to traffic management with the intent of achieving the following:

  • Reduced cut through traffic

  • Reduced speed and “hoon” behaviours

  • Increased feeling of residential streets

  • Improved safety

To address these concerns Council has engaged an independent

To address these concerns Council has engaged an independent traffic consultant to prepare the Local Area Traffic Management Plan (LATPM).

The plan below identifies the area covered by the LATMP. Namely, the area is bordered by Adelaide Road, Agricultural Drive, Christian Road and Maurice Road.





What is a ‘Local Area Traffic Management Plan’?

The use of traffic management treatments or devices in the local street network need to be considered on an area wide basis. The management of traffic on the local street network as a whole area is termed as a Local Area Traffic Management Plan (LATMP).

The LATMP seeks to improve streetscape and road corridor amenity as well as resident and commuter safety. It intends to provide a holistic plan for local area traffic management and is based on sound technical principles combined with the local knowledge of our community.


Local Area Traffic Management Plan – Cromwell Road, Industry Road & Christian Road

The Study Brief for the LATMP identified that Council would like to see a range of options investigated, including but not limited to:

  • Treatment of the road alignment, including line marking, median island and kerb extensions

  • Closure of road segments, and/or restriction of movements at intersections

  • Reduction and/or relocation of entry points to the area from Adelaide Road

  • Effective treatment to reduce the traffic volumes

  • Introducing traffic calming treatments (speed humps are not a preferred option)

  • Intersection treatments.


Council Reports

To date, Council has received three reports regarding the Local Aras Traffic Management for Cromwell Road, Industry Road and Christian Road. These were on the following dates:

  • 11 May 2015 (Council Report Title: Traffic Issues – Cromwell Road, Industry Road and Christian Road)

  • 14 December 2015 (Council Report Title: Local Area Traffic Management Plan – Cromwell Road, Industry Road and Christian Road)

  • 14 June 2016 (Council Report Title: Local Area Traffic Management Plan – Cromwell Road, Industry Road and Christian Road – Consultation Results)


Community Consultation to Date

Council undertook community consultation on the LATMP for Cromwell Road, Industry Road and Christian Roads in April – May 2016. The purpose of this consultation was to get the communities feedback on local traffic and safety issues that need to be addressed and measures that may be taken to reduce the problems.

The results from the consultation did not provide any clear direction or preferred option. It is believed that the reasoning for this lack of clarity from the consultation was that it was quite generic.

Background

Council acknowledges that from a traffic volume perspective, all of the streets within the study area carry traffic volumes that are well within the commonly expected levels of a local residential street. From a speed perspective, there are five streets that have 85th percentile speeds that are higher than normally expected for a local residential street. The presence of a bus route along some of the key streets in the study area restricts the types of traffic control devices that can be considered for traffic management.

Proposal

Council administration has identified a number of traffic management (calming) devices suitable within the study area. This includes a combination of roundabouts; chicanes (driveway links); and chokers (modified flat top hump). The objective of these traffic management (calming) devices is to primarily slow traffic travelling through the study area.

Proposed Staging of Installation

The estimated total cost of constructing all eight proposed traffic management (calming) devices is $340,000. Due to this relatively high cost of these devices, if Council were to proceed as per the proposal, it would be recommended that they are installed over a period of two financial years.

Why is Council Asking my Opinion?

Council considered the proposed traffic management (calming) devices and resolved to engage with residents on and around Cromwell Road, Industry Road and Christian Road at its meeting on 14 June 2016.

It’s now time to have your say on the proposed traffic management (calming) devices with residents on and around Cromwell Road, Industry Road and Christian Road.

The results of the survey will be collated and a further report will be presented to Council with a recommendation on this issue.
